Availability is driven by haul distance from an emulsion terminal, tanker access, and how well suppliers can schedule same day deliveries during peak paving season. Emulsions are water based and time sensitive, so storage stability limits, temperature constraints, and local climate matter. Contractor access also depends on minimum order quantities, ability to return unused product, and whether the supplier supports night work or short windows. In many regions, the biggest constraint is terminal capacity and truck fleet availability, not the raw materials.
