A serious project report includes CAPEX for core plant, tanks, civil works, utilities, commissioning, lab equipment, and spares, plus installation and training. It also states design capacity in tons per hour and annual output assumptions, with product mix by grade. OPEX covers bitumen, emulsifier and additives, acid or alkali, water treatment, power or fuel for heating, labor, maintenance, consumables, and waste handling. Good reports include a mass balance, energy balance, utilities list, footprint, automation level, quality plan, and sensitivity analysis showing how bitumen price, power cost, and utilization rate change unit cost per ton.
