Asphalt emulsion is used with asphalt millings to create cold recycled mixes where the emulsion coats the particles, breaks, and cures into a cohesive binder matrix. The process may be simple stockpile stabilization or engineered cold mix design with added aggregate and cement or lime for early strength. Key controls include moisture content of millings, mixing energy and time, emulsion grade and residual binder target, and curing time before trafficking. Properly designed, it reduces hauling and hot plant demand, but it requires good curing conditions and compaction discipline to avoid tender or raveling surfaces.
