Coal or coal tar related emulsions behave differently in chemistry, odor, safety profile, and regulatory acceptance compared to standard bitumen emulsions. Many road authorities and waterproofing systems specify petroleum bitumen emulsions with defined residue properties and compatibility with asphalt layers. Coal based systems can introduce different curing behavior, solvent sensitivity, and environmental restrictions, which complicate compliance and liability. For standard tack coat, surface dressing, slurry, and common waterproof membranes, using a non specified coal based emulsion risks rejection, bonding failure, and regulatory issues.
